Significant Changes in Transfers Between Universities ! Horizontal transfers of university students based on their central placement score have been rearranged. With the regulation, it is aimed to end grievances based on wrong choices. As of September 21, 2013, an amendment was made in the Regulation on the Principles of Transfer between Associate and Undergraduate Degree Programs in Higher Education Institutions, Double Major, Minor and Inter-Institutional Credit Transfer.

With the change made, an important change was made in horizontal transfers.

Horizontal transfers between higher education institutions can be in two ways. The first is carried out according to the grade point average and the quotas opened by the universities. The other is the horizontal transfers made according to the central placement score.

As of September 21, the placements based on the central placement score have been rearranged. The article added to the regulation regarding the subject is as follows:

Transfer with central placement score

ADDITIONAL ARTICLE 1 – (1) If the student's central placement score in the year he/she is registered is equal to or higher than the base score of the year in which the diploma program of the university he/she wishes to transfer to, shall apply for lateral transfer, including the preparatory class, within one month at the latest, following the start of the education period. The applications of the candidates in this situation are evaluated by the relevant boards of higher education institutions, and their horizontal transfers are accepted provided that they do not exceed 10% of the student quota stipulated in the OSYM Guide for the said diploma program for the relevant year. In cases where the application is more than the quota, the lateral transfer of the candidate equal to the quota is accepted, starting from the candidate with the highest ÖSYS score.

According to this article, those who have a central placement score equal to or higher than the diploma program they want to transfer to, will be able to apply within 1 month after the start of education.

The relevant university will allocate 10 percent quota for these passes.
If the application is more than the quota, the lateral transfer of the candidate will be accepted by starting from the candidate with the highest ÖSYS score.
