President Biden on Wednesday signed legislation aimed at encouraging federal government organizations to use encryption-resistant equipment.

The Quantum Computing Cybersecurity Readiness Act, a similar law passed by the House in July, was also passed in the Senate earlier this month. Senators Rob Portman, R-Ohio, and Maggie Hassan, D-New Hampshire, are the signatories to the bill. The recently passed law states that the significant advances made in quantum technology by countries that are not friendly to the US, especially China, are to prevent existing types of secure encryption. It arose out of concern that it might make breaking it that much easier.

The law specifically requires the Office of Management and Budget to prioritize federal agencies' purchase and transition to post-quantum cryptographic IT systems. The National Institute of Standards and Technology should release post-quantum cryptography standards, envisioned a year before the White House is required to develop guidelines for government agencies to evaluate critical systems.

It requires the OMB to submit an annual report to Congress detailing a plan to address post-quantum cryptography threats at the federal level.

In a document dated November 18, the White House gave federal agencies until May 4 of the following year to submit a list of entities with cryptographic systems that could be cracked by quantum computers.

But the National Security Agency issued instructions in September outlining expectations for owners and operators of national security systems to start using post-quantum algorithms by 2035.

The agency acknowledged that the use of some quantum-resistant algorithms was not yet permitted, but in a letter of recommendation it issued at the time recommended that contractors begin preparing for the new technology requirements.

The SBA Cyber ​​Awareness Act, which forces the Small Business Administration to produce an annual report detailing the organization's cybersecurity, was also signed into law Wednesday by President Biden.
