Ender Çetinkaya, (2 April 1941, Adapazarı), Turkish lawyer.
He graduated from Istanbul University Faculty of Law in 1964. He was appointed as Deputy Regional Manager of Iller Bank, Head of Personnel Department of TCDD General Directorate, Consultant Attorney, Head of Foreign Relations Department, Deputy General Manager and Member of Board of Directors, General Manager and Chairman of the Board of Directors on 30 September 1986. He served as a substitute member of the High Council of Judges and Prosecutors between 19 November 1989 and 19 November 1993, and was elected as the 6th Chamber Head of State Council on 2000 October 5. He was elected as the President of the Council of State on 14 April 2004, and retired from the age limit on 2 April 2006.
