Metallurgical engineer, public manager, TCDD General Manager. He was born in Ankara in 1965. He graduated from Istanbul Technical University Metallurgical Engineering Department in 1987. He completed his master's degree in Sakarya University Metallurgical Engineering Department in 1996.
He started to work as an Engineer at TCDD General Directorate in 1987 and served in various levels. Apaydın worked as Deputy General Manager and Board Member between 2005 and 2015.
Appointed as the Consultant in 2015, Apaydın started to work as Deputy General Manager of TCDD as of 14.04.2016 and as of 13.05.2016 he started to work as a principal. He is married and has 2 children. He speaks English.
Apaydın, who is also the President of the Anatolian Rail Systems Cluster (ARUS), undertook many duties and responsibilities during his duty as the Deputy General Manager of TCDD. "National Train Project", development of R&D and training infrastructure, etc. for the construction and commissioning of high-speed and high-speed railway projects, the maintenance and renewal of the existing system, and the creation of the domestic railway industry. Many projects in the fields were carried out under the responsibility of İsa Apaydın.

Within the scope of the 7th Framework Program of the European Union, it contributed to the execution of a total of 8 R&D projects and the development of TCDD's existing infrastructure.
He was the executive of the National Qualification System Project in the Railway Sector, supported by the European Union. Within the scope of the project, it has provided the preparation and standards of 18 railroad professions.
He supported efforts to carry out clustering activities for the development of the railway industry in Ankara and Eskişehir, which are railway cities.
By establishing RAYTEST Certification Center, it started certification processes in railway professions for the first time in our country.
He was elected as Vice President of the International Railways Association (UIC) on 01.12.2016.
